Nitromours of however you spell it. SHould be able to get it from Halfords. Nasty stuff to work with though, very poisonous.

To add to what Horney said. Nitromors (available from Halfrauds) works well. I've also had good results using this cheaper alternative, from ScrewFix. Both are fairly nasty, and will dissolve vinyl gloves and most plastics. All work much better if you abrade the surface with a wire brush, sandpaper, or similar, before applying. They also work much better when they're not freezing cold. The job needs to be done outside (due to fumes & mess), but bring the wheels and chemicals indoors for a few hours before starting the job. You can also help the process along by heating the workpiece up with a hot-air gun before applying the paintstripper. The only other thing to be careful of, is when you get down to bare aluminium, remove all the paintstripper when the paint is off (pressure washer works well), before it attacks the aluminium.

all paint strippers messy stuff, and yes need heat to work. Do what it tells you on the tin do not leave on over night, I would take some thought on attacking the wheel with a wire brush. Scotts pads will abrade the surface ok, I would just give the wheels a good clean up using a Scotts pad really
